hey huyen,
there are no tools for getting a site re-indexed in Google. You need to understand why your site was removed from Google. Then clean up your site. After this is done, ping Google or submit the sitemap via Google Webmasters tool. This should suffice. The key is understand why the site was banned.

I usually use backlinkwatch as well as yahoo site explorer and I didnt know that their is still loads of backlinks checker available
